Why ancestral domain is an issue

Why does the DENR make it hard for Ibalois to obtain titles to their lands when newcomers who are not Ibalois find it easy to obtain these?

This question was asked by a representative of Ibaloi families who were arguing with officials of Benguet State University over titles to their land/ancestral domain given to the latter.  The news appeared in the Midland Courier on May 15.
